The purpose of the IAAF's International Technical Officials (TOEX) Preparing, Qualification upgrading and Certification of Certification Department is to provide in-depth knowledge and understanding of the IAAF Technical Regulations; ensuring understanding of the role and quality of competent international technical officials; maintenance, improvement and verification of the relevant interpretation and practical application of the IAAF Technical Regulations.
